The Work Health and Safety Act 2011(WHS Act) provides entitlements for health and safety representatives (HSRs) and deputy HSRs to attend SafeWork NSW approved training courses. These courses include a five-day course of initial training in work health and safety for new HSRs and a one-day refresher training course in line with their entitlements under section 72 of the WHS Act The Change Network is an Approved Training Provider (ATP) for the delivery of SafeWork NSW HSR Training.
Learners will be provided with information and skills that will assist them to carry out the role and function of an HSR in line with WHS legislation.
Course Outline
Learners will be provided with a short reading to assist you in understanding the history of WHS in Australia and the modern approach to ensuring work health and safety in the workplace.
You are required to complete a hazard inspection in your work area, prior to attending the face-to- face HSR training. You can use your workplace hazard checklist or a checklist we will provide to you.
The face-to-face HSR training course is delivered over five days with the content of each day building on the previous.
Day one has an overview of the WHS legislative framework, duties of various parties and key terminology. The role of SafeWork NSW and penalties for non-compliance are also discussed.
Day two covers the requirements for consultation in the workplace on work health and safety issues and the mechanisms available.
Day three of the course examines the consultative approach that can be used in resolving
workplace health and safety issues through negotiation and conflict resolution and the skills HSRs can utilise to achieve successful outcomes.
Day four builds on the outcomes of day three with several practical exercises. Incident notification is discussed and activities demonstrating how HSRs can contribute to incident investigation are also undertaken.
Day five provides learners with the information and skills HSRs require regarding the issuing of Provisional Improvement Notices (PINs) and directing unsafe work to cease where negotiation and issue resolution has been unsuccessful or immediate action is required. The course concludes with a summary and review of the course learning outcomes and discussion on sources of information that can assist HSRs in the continuous learning process.
This course is non-competency based and has no formal assessment. Informal assessment of learner attendance has been chosen as the most appropriate option for this course.
The HSR Training course facilitator will use course attendance as a basis for all assessment decisions. Specifically, a learner must complete the entire program to be awarded a certificate of completion.
Course Objectives
This course is delivered will refresh the information and skills attained under the initial five day training course and assist HSRs to carry out their role and functions under the WHS legislation. The normal delivery time allocated for this course is a seven-hour day (not including breaks).

Section 4: WHS Risk Management and Notifiable Incidents
Section 5: Issuing Provisional Improvement Notice and Directing the Cessation of Unsafe Work
Course Assessment
This course is non-competency based and has no formal assessment. However, full attendance to the course is required to obtain the statement of attainment and certification that you have completed this training
Regular scheduled training sessions facilitated by highly qualified, professional trainers.
The delivery mode of this HSR Training will also allow you to undertake self-directed learning activities in your workplace and receive support and feedback from your facilitator. Once you have had the opportunity to apply your learnings in the workplace, you will be required to undertake a final assessment workbook that incorporates a set of tasks for completion. These tasks may include written questions, projects, or simulated tasks.
